Our client is a local government entity committed to delivering essential public services and fostering community development. The Housing Choice Voucher Finance Analyst will support the financial management of Arlington County’s $33 million HCV program, overseeing key financial functions such as HUD reporting, HCV payments, accounts receivable, and program oversight.
This is a full-time, contract position based in Arlington, Virginia, paying $53.00 per hour.
Responsibilities
- Manage financial reporting and budget appropriations for HUD’s Housing Choice Voucher (HCV) Program
- Assist in developing the HCV budget and Fund Statement
- Conduct monthly HUD reporting and update prior month adjustments
- Create and reconcile HCV tracking spreadsheets and work closely with stakeholders
- Complete interest tracking and manage RNP analysis quarterly
- Track and report program utilization and ensure compliance with funding requirements
- Review HUD notifications and federal guidance for funding changes
- Assist with end-of-year analysis, closeout activities, and Schedule of Federal Expenditures (SEFA)
- Conduct quarterly analysis of administrative funds and monitor reserve balances
- Perform accounts payable duties, including timely vendor payments, reconciliation, and cleanup
- Manage accounts receivable, including tenant repayment processes and reimbursements
Qualifications
- Bachelor's degree in business administration, Finance, Accounting, or related field, or equivalent experience
- Understanding of financial concepts, budgeting, and grants management
- Prior experience with HUD or the HCV Program preferred
- Strong analytical and program management skills
- Experience with financial systems such as Yardi is a plus
- Certifications such as CPA or relevant financial credentials are advantageous
