Our client is a public liberal arts and sciences university in Virginia that offers more than 60 undergraduate programs across multiple colleges and emphasizes small, interactive classes that foster critical thinking and engagement. They are seeking a Program Administrator to assist with their Purchase Card program.

This is a full-time, contract, remote position, paying $28.00 per hour. 

Responsibilities

  • Manage the University’s Small Purchase Charge Card (SPCC) Program as the Program Administrator, including application processes, documentation maintenance, and security access.
  • Educate new users and support cardholders and approvers with the online reconciliation system and platform questions.
  • Oversee and manage profiles, workflows, and compliance related to SPCC, including late payments, audits, and annual certifications.
  • Coordinate mandatory educational requirements and maintain program knowledge through ongoing training and conferences.
  • Review and analyze reports to ensure compliance, identify issues, and proactively address infractions.
  • Process necessary documentation and maintain detailed records of cardholder activity and reviews.
  • Enforce remedial actions for non-compliance, documenting infractions and communicating with stakeholders.
  • Monitor spend profiles regularly, adhering to inactivity policies, and make necessary adjustments.

Qualifications

  • Required: Experience managing procurement or financial programs; knowledge of state and university procurement policies.
  • Preferred: Prior experience with online reconciliation systems and compliance audit processes.
  • Technical skills or certifications: Familiarity with DOA systems, reporting tools, and CAPP manual knowledge.
